This reef-bound species lives in the following habitats: algae, soft and hard corals on large rocks; rocky shores with some sand and algae; sandy coastal areas with loose, small rocks in some areas.

The species' head is a translucent yellowish color with narrow black bars.
The body is translucent blue to gray-blue at the back and yellowish at the front, the cheek area is light pink to reddish.
There are 13 black body bands that are the same or slightly thinner than the spaces between them. Three additional bands are bent forward at the head.
The eye is distinctly banded black and yellow and tiny melanophores are scattered over the body and head.
The fins are also covered with melanophores, with many specimens having denser spots on the middle fin, forming central stripes.

The belly of Tigrigobius zebrellus is white and black spotted, the internal organs and vertebrae are vaguely visible through the body wall.
